A three-storey Neil Road shophouse where thirteen friends opened a teahouse in 1989: you drink upstairs and buy Chinese leaf by the 30–50 g downstairs.
Twelve teas, five of them oolongs, and a ripe pu'er that has been ageing for more than ten years before it ever reaches the counter.
Tea Chapter began on 1 October 1989 as a joint venture between thirteen tea enthusiasts who had been shown a Chinese tea ceremony by a Taiwanese friend and decided to build a house around it. It occupies 9 Neil Road, a three-storey shophouse on the Tanjong Pagar edge of the Chinatown Historic District and, by the shop's own account, the first pre-war shophouse restored under the Urban Redevelopment Authority's conservation project, in 1988.
Not long after it opened, the teahouse was visited by Queen Elizabeth II, and the lightly oxidised Fujian oolong poured that day became the tea the house serves to distinguished guests. In 2025 it was admitted to the National Heritage Board's SG Heritage Business Scheme. The retail counter carries twelve teas in 30–50 g packets: five oolongs, three greens, two whites, one ripe pu'er and a single black.
Prices run from S$ 14 for the jasmine to S$ 63 for the Wild Dian Hong, and the shape of the list is the shape of the house: oolong first, everything else after. Upstairs there is a tea room where a pot is brewed for you before you decide what to carry home, and the shop runs tea appreciation workshops. The retail store opens at 10.30am every day and stays open until 10.30pm on Fridays and Saturdays.

The one worth the trip
Wild Dian Hong
from S$ 63 · 50 g
S$ 63 for 50 g makes this the most expensive tea on the counter, and it is also the only black one — a wild Dian Hong from Yunnan sitting alone among five oolongs, three greens, two whites and a pu'er.
