Waterloo Tea
Cardiff's tea importer and its three teahouses: single-estate leaf from India, China, Japan and Sri Lanka, poured in an Edwardian arcade and sold to take home.
The same tin that is poured at the table is on the shelf by the door. In a city of tea rooms, that is the difference between a café and a tea merchant.
Waterloo Tea began in 2008 as a single teahouse at 5 Waterloo Gardens in Penylan, the street that gives the company its name, and the site still calls that room the heartbeat of the business; it says the café was named Best Café in the UK at the Beverage Standards Awards within a year. From there the company grew three arms: the teahouses, a wholesale operation importing loose leaf from growers in India, China, Japan and Sri Lanka, and the online shop, which sells what the teahouses pour. Each room hosts a monthly art exhibition and gives a fifth of each sale to a charity the artist chooses.
In Cardiff there are three rooms. Wyndham Tea sits in Wyndham Arcade off The Hayes, one of the city's oldest Edwardian arcades and less than five minutes on foot from Cardiff Central station; it is split over two floors, licensed, and the upstairs can be booked for groups of up to fourteen. Waterloo Gardens in Penylan is the original, with breakfast, lunch and afternoon tea from a chef-led kitchen. The Whitchurch Road teahouse opened in September 2021 at number 190-192, keeping some of the previous shop's features. A fourth room, Washington Tea, is in Penarth, outside the city.
The shelf is organised by origin and by type, and it rewards reading the labels. The everyday end is an English Breakfast and a Kenilworth Estate Ceylon at 5,80 £ for 100 g; the single estates are a Khongea Estate Assam, a 2026 first-flush Darjeeling from Glenburn and a Japanese sencha at 26,30 £ for 100 g. China is covered by Dragon Well, a Tie Guan Yin oolong, an Oriental Beauty, Silver Needle white and a raw mountain puerh; the house blends include Waterloo Chai, and the herbal side runs to yerba mate and peppermint. Most teas come in three sizes, and the online shop offers collection in store.

What to buy here
English Breakfast
English Breakfast
from £ 5.80 · 100 g
The cheapest leaf on the shelf, a Sri Lankan broken-leaf breakfast blend sold from 100 g up to a kilo. It is the tea the teahouses pour by default, and the right first bag from a shop whose list can look intimidating.
See our page on this tea →Tieguanyin
Iron Goddess of Mercy (Tie Guan Yin)
from £ 8.40 · 100 g
A medium-oxidised Anxi Tie Guan Yin in a 100 g bag, the gentlest way into the Chinese side of the list and one of the few oolongs in Cardiff priced for everyday drinking rather than for a special occasion.
See our page on this tea →Matcha
Classic Matcha
from £ 19 · 50 g
The house's everyday matcha, from the same Kirishima foothills in Kagoshima as its ceremonial grade, in a 50 g tin and built to drink straight or in a latte. The shop also sells the ceremonial grade and a starter kit with a whisk, but this is the one to open first.

The one worth the trip
Darjeeling, Glenburn Estate, First Flush (2026)
from £ 15.80 · 75 g
The 2026 first flush from Glenburn Estate, a single-garden Darjeeling from the spring picking, sold in 75 g and 250 g bags. A dated, named-estate first flush is rare on any British high street and rarer still in a shop where you can drink a pot of it before deciding. Brew it light, below the boil and for three minutes, and skip the milk.
