Saint Paul buys its loose leaf in two very different formats: by the ounce at a tea bar on Grand Avenue, where almost everything starts as a 1 oz bag, and by the tin at a chocolate shop downtown. The first is where to try a dozen teas for little money; the second is where to pick up one tin of a classic alongside a box of chocolates.
